Using electric mixer, beat powdered sugar and butter in large bowl until light. Beat in egg and vanilla. Add flour, baking powder, salt, and cinnamon. Mix just to combine. Divide dough in half. Gather each piece into ball; flatten into disks. Wrap in plastic and chill 1 hour.
Preheat oven to 325°F. Roll out 1 dough disk on floured work surface to 1/8-inch thickness. Using penis-shaped form, cut out cookies by tracing with a knife. Carefully transfer cookies to ungreased baking sheets, spacing 1 inch apart. Gather dough scraps; reroll to 1/8-inch thickness. Cut out more cookies.

Bake cookies until pale golden, about 13 minutes. Transfer cookies to racks; cool. Repeat with remaining dough disk.
Make royal icing by mixing powdered sugar with enough milk to achieve desired consistency. It should be fluid and not too stiff. Divide the icing and put half in a separate bowl. Add a few drops of red food coloring to one bowl to make flesh-toned icing. In the other bowl, add two drops red food coloring to 3 drops yellow food coloring to make orange icing.
When cookies have cooled completely, cover with a thin layer of royal icing. Used the pink icing for the penis shaft and orange icing for the penis head and balls. If you are using marshmallow pumpkins as cock heads, you can use pink icing on both the shaft and head. Scatter chocolate sprinkles on the balls to simulate pubic hair, and if you are using marshmallow pumpkins, place them on the
cock heads in the appropriate position.

Let icing dry for 2 hours. If you have not used marshmallow pumpkins for the cock heads, use the black decorator gel to draw jack o'lantern faces on the heads of the penises.
